경과
상무부는 2018년 2월 한국, 캐나다, 중국, 그리스, 인도, 터키산 대형구경 용접강관에 대한 반덤핑 조사를 개시하였고, 2019년 2월 27일 한국산에 대해 덤핑 최종판정을 내렸습니다. 미국 국제무역위원회(ITC)의 산업피해 최종판정을 거쳐 2019년 5월 2일 수정 최종판정과 함께 반덤핑 명령이 발표되었으며, 같은 날 상계관세 명령(C-580-898)도 발표되었습니다. 2025년 5월 14일 첫 번째 일몰재심 결과 명령의 존속이 결정되었습니다(90 FR 20446).
현재 2024년 5월 1일부터 2025년 4월 30일까지를 대상으로 한 연례재심의 최종판정이 2026년 11월 30일, 2025년 5월 1일부터 2026년 4월 30일까지를 대상으로 한 연례재심의 예비판정이 2027년 2월 2일 발표될 예정입니다. 연례재심을 요청하려는 수출자나 수입자는 매년 명령 발행월인 5월 말까지 상무부에 요청서를 제출해야 합니다.

대상 범위(Scope)
The merchandise covered by this order is welded carbon and alloy steel pipe (other than stainless steel pipe), more than 406.4 mm (16 inches) in nominal outside diameter (large diameter welded pipe), regardless of wall thickness, length, surface finish, grade, end finish, or stenciling. Large diameter welded pipe may be used to transport oil, gas, slurry, steam, or other fluids, liquids, or gases. It may also be used for structural purposes, including, but not limited to, piling. Specifically, not included is large diameter welded pipe produced only to specifications of the American Water Works Association (AWWA) for water and sewage pipe. Large diameter welded pipe used to transport oil, gas, or natural gas liquids is normally produced to the American Petroleum Institute (API) specification 5L. Large diameter welded pipe may also be produced to American Society for Testing and Materials (ASTM) standards A500, A252, or A53, or other relevant domestic specifications, grades and/or standards. Large diameter welded pipe can be produced to comparable foreign specifications, grades and/or standards or to proprietary specifications, grades and/or standards, or can be non-graded material. All pipe meeting the physical description set forth above is covered by the scope of this order, whether or not produced according to a particular standard. Subject merchandise also includes large diameter welded pipe that has been further processed in a third country, including but not limited to coating, painting, notching, beveling, cutting, punching, welding, or any other processing that would not otherwise remove the merchandise from the scope of the order if performed in the country of manufacture of the in-scope large diameter welded pipe. Excluded from the scope are any products covered by the existing antidumping duty order on welded line pipe from the Republic of Korea. Also excluded is large diameter welded pipe in the following combinations of grades, outside diameters, and wall thicknesses: Grade X60, X65, or X70, 18 inches outside diameter, 0.688 inches or greater wall thickness; Grade X60, X65, or X70, 20 inches outside diameter, 0.688 inches or greater wall thickness; Grade X60, X65, X70, or X80, 22 inches outside diameter, 0.750 inches or greater wall thickness; and Grade X60, X65, or X70, 24 inches outside diameter, 0.750 inches or greater wall thickness.
번역: 이 명령의 대상 제품은 공칭 외경이 406.4mm(16인치)를 초과하는 용접 탄소강 및 합금강(스테인리스강 제외) 강관(대형구경 용접강관)으로, 두께, 길이, 표면 처리, 등급, 관 끝 가공 또는 표기와 관계없이 대상에 포함됩니다. 대형구경 용접강관은 석유, 가스, 슬러리, 증기 또는 그 밖의 유체·액체·기체의 운송에 사용될 수 있으며, 말뚝(piling)을 포함한 구조용으로도 사용될 수 있습니다. 다만 미국수도협회(AWWA)의 상수도·하수도관 규격에 따라서만 생산된 대형구경 용접강관은 대상에 포함되지 않습니다. 석유, 가스 또는 천연가스액 운송용 대형구경 용접강관은 일반적으로 미국석유협회(API) 5L 규격에 따라 생산되며, 미국재료시험협회(ASTM) A500, A252, A53 규격이나 그 밖의 미국 규격, 이에 상응하는 외국 규격 또는 독자 규격에 따라 생산되거나 등급이 없는 제품일 수도 있습니다. 위의 물리적 기술에 해당하는 모든 강관은 특정 규격에 따라 생산되었는지와 관계없이 대상에 포함됩니다. 또한 제3국에서 코팅, 도장, 노칭, 베벨링, 절단, 펀칭, 용접 등의 추가 가공을 거친 대형구경 용접강관도 그 가공이 제조국에서 이루어졌더라도 대상에서 제외되지 않았을 가공이라면 대상에 포함됩니다. 기존의 한국산 송유관(용접 라인파이프) 반덤핑 명령(80 FR 75056, 2015년 12월 1일)의 대상 제품은 제외됩니다. 아울러 다음의 등급·외경·두께 조합에 해당하는 대형구경 용접강관도 제외됩니다: X60, X65 또는 X70 등급으로 외경 18인치, 두께 0.688인치 이상인 것; X60, X65 또는 X70 등급으로 외경 20인치, 두께 0.688인치 이상인 것; X60, X65, X70 또는 X80 등급으로 외경 22인치, 두께 0.750인치 이상인 것; X60, X65 또는 X70 등급으로 외경 24인치, 두께 0.750인치 이상인 것.
대상 제품은 현재 HTSUS 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.31.4000, 7305.31.6090, 7305.39.1000, 7305.39.5000로 분류됩니다. HTSUS 번호는 편의와 통관 목적으로만 제시된 것이며, 대상 범위는 서면 기술(written description)에 따라 결정됩니다.
