상무부는 2020년 8월 한국산 이음매 없는 탄소강 및 합금강 일반용·라인용·압력용 강관에 대한 상계관세 조사를 개시하였고(85 FR 47170), 2020년 12월 11일 예비판정(85 FR 80024)을 거쳐 2021년 7월 2일 최종판정을 내렸습니다. 미국 국제무역위원회(ITC)의 산업피해 최종판정을 거쳐 2021년 8월 23일 상계관세 명령이 발표되었으며, 같은 날 반덤핑 명령(A-580-909)도 함께 발표되었습니다.
2026년 10월 현재 진행 중인 연례재심은 없습니다. 연례재심을 요청하려는 수출자나 수입자는 매년 명령 발행월인 8월 말까지 상무부에 요청서를 제출해야 합니다.

대상 범위(Scope)
The merchandise covered by the scope of this order is seamless carbon and alloy steel (other than stainless steel) pipes and redraw hollows, less than or equal to 16 inches (406.4 mm) in nominal outside diameter, regardless of wall-thickness, manufacturing process (e.g., hot finished or cold-drawn), end finish (e.g., plain end, beveled end, upset end, threaded, or threaded and coupled), or surface finish (e.g., bare, lacquered or coated). Redraw hollows are any unfinished carbon or alloy steel (other than stainless steel) pipe or “hollow profiles” suitable for cold finishing operations, such as cold drawing, to meet the American Society for Testing and Materials (ASTM) or American Petroleum Institute (API) specifications referenced below, or comparable specifications. Specifically included within the scope are seamless carbon and alloy steel (other than stainless steel) standard, line, and pressure pipes produced to the ASTM A-53, ASTM A-106, ASTM A-333, ASTM A-334, ASTM A-589, ASTM A-795, ASTM A-1024, and the API 51 specifications, or comparable specifications, and meeting the physical parameters described above, regardless of application, with the exception of the exclusions discussed below. Specifically excluded from the scope of the order are: (1) All pipes meeting aerospace, hydraulic, and bearing tubing specifications, including pipe produced to the ASTM A-822 standard; (2) all pipes meeting the chemical requirements of ASTM A-335, whether finished or unfinished; and (3) unattached couplings. Also excluded from the scope of the order are (1) all mechanical, boiler, condenser and heat exchange tubing, except when such products conform to the dimensional requirements, i.e., outside diameter and wall thickness, of ASTM A53, ASTM A-106 or API 51 specifications. Also excluded from the scope of the order are: (1) Oil country tubular goods consisting of drill pipe, casing, tubing and coupling stock; (2) all pipes meeting the chemical requirements of ASTM A-335 regardless of their conformity to the dimensional requirements of ASTM A-53, ASTM A-106 or API 5L; and (3) the exclusion for ASTM A335 applies to pipes meeting the comparable specifications GOST 550-75.
